My hair used to be really long and i loved it, but I cut my hair off when I decided I wanted to look like Kristen Bell on Veronica Mars, and now I regret it.

My shortest layer comes to my chin, maybe a bit longer. My longest layer comes to maybe... below the shoulders (an inch or two above the back of my bra).

Yes you can, your hair is plenty long enough. But I wouldnt recommend a perm, they really damage your hair.
