i have golden brown eyes and light to medium tan with cool skin tone like kelly ripa

I would go with brunette. But, I'm biased. I tend to think that dark skin just meshes better with tan skin. I'm anti blonde/ really tan, just doesn't look right. A tan man with dark hair is uber attractive, but I've seen some dye their hair light blonde and look fake, same goes with women.

Brunette + Tan = Attractive.

Blonde + Tan = Trashy

I think you better go with the blonde.

Since you're tanned it's better to contrast with the colour, That's just my opinion tho.
